John’s work in environmental policy dates back to 1992 when he served as Legislative Director for U.S. Senator Lauch Faircloth of North Carolina. While in the Senate he worked on the Federal Mitigation Banking Guidance of 1995, a joint effort of the EPA and the Army Corps to establish the framework for the policy of mitigation banking. In 1998, he and former Senate staffer George Howard founded Restoration Systems. Starting out with just two people and one dog, his company quickly grew to a staff of a dozen professionals. The company has designed and constructed 53 mitigation projects in nine states, including the largest stream mitigation bank in the country, located outside of Houston, Texas. In 2002, John was instrumental in securing the site which provided all of the off-site compensatory mitigation for the Federal Express Cargo Hub expansion of the Piedmont Triad Airport in Greensboro, N.C. At the time this was the largest economic development project in the state with a projected value of $1.8 billion in economic growth and job creation. John worked closely with Todd Miller on obtaining the land for the North River Farms wetland restoration site. He later served on the board of the North Carolina Coastal Federation.
